Cement manufacturing in Bhutan has started scenic 1982 with the international standard certification ISO 9001:2015 of the company today. The quality of cement produced by the residential company are of superior quality that the import of OPC and PPC are stop by individual construction firm and government agency.
Bhutan has the capacity to produce very fine quality of cement with all grade of cement (grade 33, 43 and 53) for OPC and PPC. Also, some other types of cement are produce by the manufacturing company due to rich deposition and availability of Limestone and Dolomite in the country.

Penden Cement Authority Limited is the ISO certified company and holds the certification of ISO 9001-2015 for Portland cement manufacturing. The company is the first cement company lunched in the year 1982 and produced 300 tonne of cement per day at that time. Today cement production capacity of the company is 1650 tonne per day. The company has over 400 plus regular employee of Bhutanese nationality.
Penden cement are sold in Bhutan and the neighbouring states of India. The product of the Penden cement are Portland Pozzolana Cement, Portland Slag Cement, Ordinary Portland Cement and Penden Premium Cement Plus (PPC Plus).

Lhaki Cement Authority Private Limited
Lhaki cement was established in the year 1989-90 with the production capacity of 50 tonne per day. Today the company produces clinker of 450 tonne per day and cement of 600 tonne per day . Lhaki cement is the subsidiary of Lhaki Company. Lhaki company was lunched in the year 1973 as an Dolomite mining at Kalishwar under Phuentsholing Drungkhag.
Today Lhaki company is producing 4types of cement under the brand name Lhaki cement and the products are as listed below:-
- ORDINARY PORTLAND CEMENT (OPC 43 GRADE) – ‘LHAKI SUPER’
- ORDINARY PORTLAND CEMENT (OPC 43 GRADE) – ‘LHAKI SUPER +’

Dungsam Cement Corporation Limited
The construction of Dungsam cement corporation limited (DCCL) was started in the year 1982 and it had to remain on hold for more than two decades due to the security concerns. However, it has to resume in 2006 and the project gain its shape. On September 10 2009 the company was incorporated under the Companies Act of the Kingdom of Bhutan.
The commercial operations of the Plant started in the year 2014 with capacity of producing 3,000 MT of clinker and 4,130 MT of cement per day making it the largest cement manufacturing industry in the country and one of the largest in the region. Dungsam cement production industry is located at Dungsam Pemagatshel in the east of Bhutan.
The company produces three types of cement and they are Ordinary Portland Cement (OPC), Portland Pozzolana Cement (PPC) and Portland Slag Cement (PSC) which are sold within the country and exported to the neighbouring country. About 40% of the product is exported to India and 60% is consume with the country.
Hydroproject are the major consumer of the cement produced by DCCL. Phuntsangchhu Hydro Power Project I and II and Nikachu Hydro Power Project use used OPC produced by DCCL. Mangduechhu Hydo Power Project has also used the same cement during the project construction period.
DCCL produces OPC (Ordinary Portland Cement) 43, PPC (Portland Pozzolana Cement) and PSC (Portland Slag Cement) under the brand name Dragon cement. The products are ISO: 9001-2015 certified and obtained BSB certification. However, as per 2021 report of BSB the certificate approved brand cement is not renewed.
